received, and has only just reached me.

In our despatch of the 16th of March on

23758/26, we have suggested to the Governor a much

more generous arrangement for Nurses at the end of

their agreements than is proposed in this despatch.

It accordingly does not seem necessary to reply.

The tone of this despatch almost seems

to indicate that the Hong Kong Government think we are trying to force upon them the Malayan scheme without proper regard to conditions in Hong Kong. see in particular their references to the suggestion as to the

re-engagement of nurses for a second tour of service.on agreement.

This was not the

intention at all. We merely drew their attention to this provision in the Straits scheme in case

it might help Hong Kong to adopt it. Since

they do not wish to do so, there will, of course,

be no question of pressing them.

It
